Sepra packages

Layout for a future package (files under /var/www/seprax-packages on the origin):
  <name>/<version>/<name>-<version>.tar.zst
  <name>/<version>/<name>-<version>.tar.zst.sha256   (sha256sum format)
  index.txt                                          (this file: one line per published package, name version sha256)

Publish: copy the archive and its .sha256 into the versioned directory, verify with sha256sum -c, add the line to index.txt.
Published versions are never overwritten; a fix is a new version.
